   Of course he is not the BEST. He is one of the BEST.
   As for me, Alexander Popov and Vladimir Salnikov also were on the TOP.

   Yes deffinately and he has worked hard to get there! He is amazing it will be sad when he completely retires!

   well it is hard to say if he is THE BEST, considering all the other sports out there, but as of right now I would definitely say YES.

   except when he got arrested.

   I don’t think he is the best ever, he may very well be the best swimmer ever though. I think that Lance Armstrong was far superior than phelps simply because he dominated the tour de france to a degree that Phelps can’t match in swimming.

   he’s not exactly the best but he’s one of the best in his field. there are also other athletes who are best in other sports and they are also considered to as "the best athlete ever." but dont get me wrong here. i love michael phelps but im just being realistic here…
